Міське громадське управління Кременця на початковому етапі національно-демократичних перетворень доби Української революції 1917-1921 рр.

Abstract

Дано оцінку діяльності органів самоврядування м. Кременця – думи та управи – періоду Української Центральної Ради. Визначено їх структуру, юридичний статус та компетенцію, партійний і соціальний склад; показано шляхи вирішення нагальних суспільно-політичних, соціально-економічних і різного роду революційних питань, які виникали в ході їх діяльності; окреслено нормативно-правову базу, що забезпечувала життєдіяльність міського громадського управління, проаналізовано її пристосованість до вимог часу, а також сприйняття жителями міста роботи кременецького самоуправління загалом.

The article assesses the activities of the self-government bodies of Kremenets – the council and the board – at the period of the Ukrainian Central Rada; their structure, legal status and competence, party and social structure have been defined; the ways of solving the pressing social and political, social and economic issues that have arisen in the course of their activities have been shown; the legal and regulatory basis providing the activity of the city public administration has been outlined; its adjustment to the requirements of that period as well as the perception of the Kremenets self administration by the city inhabitants on the whole has been analysed.
