Бюджетна децентралізація в Україні: сутність та основні переваги реалізації реформи

Abstract

У статті проведено аналіз сутності бюджетної децентралізації. Досліджено та виокремлено визначальні переваги курсу бюджетної децентралізації, який ґрунтується на принципах побудови територіальної організації влади на основі відмови від централізованого управління, субсидіарності, стабілізації розвитку економіки територій. Встановлено позитивні тенденції зрушень після проведених заходів на шляху до побудови конкурентоспроможної держави із фінансово незалежними регіонами. On the basis of the complex analysis, the study has revealed that the budget decentralization is a guaranteeing factor on the way to the European integration and demolishing the barrier between the «center-regions». The essence of budget decentralization is substantiated on the basis of various scientific approaches. The emphasis is on determining the benefits of the fiscal decentralization, based on the principles of building a territorial model of power based on the refusal of centralized management, subsidiarity, stabilization of the economic development of local territories. The in-depth analysis of the issues allows revealing the positive tendencies of the shifts as a result of the undertaken measures on the way to building a competitive state with financially independent regions. The authors determine the priorities of further actions of the state authorities to achieve the guiding goal – the greater autonomy of the regions by giving the latter a wide range of powers in the field of finance.
