Формування свободи й відкритості в глобальному інформаційному просторі

Abstract

Свобода у відкритому суспільстві передбачає наявність можливості вільного масового поширення інформації, яке є ефективним засобом захисту прав і свобод людини, формування громадської думки, реального впливу на суспільство й державну владу. Зниження ризиків перебування України в глобальному інформаційному просторі можливе через забезпечення соціально-економічної модернізації на правах повноправного суб’єкта міжнародних відносин зі збереженням її національної та культурної самобутності. Open society has such signs: humanism, where the highest values are life and freedom, and tolerance too; the principle of individualism, when any social group exists for full disclosing of the creative abilities of everyone; the search for universal unity, creating of single trade rules, openness to the world; and basis on market regulators of economical development and other aspects of social life, promotion of competition, anti-monopoly measures; the ideology and the practice of liberal democracy. The freedom in the open society supposes the possibility of free mass dissemination of information, which is an effective way to protect rights and freedoms of the individual and the formation of public opinion, adequate to events, and real influence on society and the governmental authorities. Reducing risks of stay Ukraine in the global information space is possible by providing socio-economic modernization as a full subject of international relations with the preservation of its national and cultural identity.
