Еволюція валютної політики ЄС

Abstract

У статті узагальнено історичний досвід становлення і розвитку спільної Європейської валютної системи ЄС. Розкрито сутність термінів “валютна система” і “валютна політика” з врахуванням різних точок зору вітчизняних та зарубіжних вчених. Досліджено основні етапи еволюції валютної політики ЄС. Розглянуто завдання у сфері валютної інтеграції, передбачені Римським (1957) і наступними договорами та іншими нормативними актами ЄС, їх вплив на створення рівних умов конкуренції на спільному ринку, стримування інфляційних процесів та зміцнення публічних фінансів країн-членів ЄС. Проаналізовано формування об’єднаних національних фінансових систем і міжнародних валютних союзів та їх взаємозв’язки зі світовими валютними системами. Виокремлено процес запровадження єдиної європейської валюти. Зроблено висновок щодо необхідності інституціональної перебудови механізмів валютного регулювання і валютного контролю в Україні з врахуванням історичного досвіду ЄС. The article is devoted to generalization of historical experience of establishing and development of the joint European monetary system of the EU. The author discovered the essence of the terms “monetary system” and “international monetary policy” considering different points of view of native and foreign scientists. It was researched the main stages of evolution of the EU monetary policy. We examined the tasks of monetary integration, which are provided in the Rome (1957) and following agreements and other legislative acts of the EU. It was studied their influence on the creation of equal conditions of competition on the common market, containing inflation and consolidation of public finances in member countries. It was analyzed the formation of joint national financial systems and international monetary unions and their relationships with the world monetary systems. The author distinguished the process of introduction of the single European currency. It was concluded that there is a necessity of institutional reforming of exchange rate mechanism and exchange control in Ukraine considering historical experience of the EU
